Radio's share stuck at 8%

Radio's share of the major media spend has been stuck at 8% for several years. Why?
Is it too difficult to buy radio? Is it too difficult to create radio ads? Are the margins on radio too small for agencies to be bothered with?
Do advertisers under-value radio and think TV works better?
Or have those of us in radio simply not tried hard enough?
Is radio forever destined to be the poor cousin in broadcasting?
